Abstract:

Photovoltaic (PV) systems have shown remarkable growth over the past decade due to the impact of climate change, PV cost reduction and national financial incentives. This presentation reviews policies, national targets and Taipower’s photovoltaic system implementation. To effectively promote renewable energy, the government passed the Renewable Energy Development Act in July 2009. The essence of the Act was based on feed-in-tariffs and grid connecting obligations to secure the market for electricity generated from renewable energy. In May 2015 an ambitious target of the renewable energy for 2030 was raised to 17,250MW (original target: 10,858MW in 2010), of which about 8,700MW was PV.

The major program for photovoltaics is Million Solar Rooftop PVs. In order to promote the mass utilization of PV systems, Taipower conducted PV phaseⅠproject which targeted a total capacity of 18.24MW. In addition, Taipower established a Renewable Energy Monitoring Centre (REMC), located in the Department of RE in
Taichung County. The REMC enables gathering of real-time data for the monitoring, analysis and remote control. Several grid-connected PV systems owned by Taipower were selected to evaluate system installation cost and performance ratio for reference.
